A Note from Sandra
March is Nutrition Month. The theme is “Enjoy the Taste of Eating Right”. Information about it and activities that can be done can be found on the Academy for Nutrition and Dietetics website at http://www.eatright.org/NNM/
Progress continues on the computer projects. While dates have not been set for training, it will be coming this spring. There will be two separate sessions for schools (on iMATCH for direct certification and on iCAN for agreements and claims), and sessions later on for Child & Adult Care Food Program and Summer Food Service Program on iCAN for agreements and claims. We are looking forward to further reducing the paper. The USDA Foods portion of iCAN has had a major impact on reduction of paper usage. We look forward to continue streamlining of the projects.
Community Eligibility Provision for NSLP continues investigation on its impact on schools in South Dakota. There is no requirement for anyone to participate and if you choose not to participate this year, you can sign up next year. While it is not an all or nothing year, the requirement is that you complete work in the spring to be prepared for participation in the fall.
There has been discussion of waivers regarding implementation of breakfast changes and the Smart Snacks rule. We have not received any information from USDA to date and will pass it along when/if it comes. You should continue to plan to implement the changes as scheduled.
There apparently will not be a change in the meal patterns for Child & Adult Care Food Program at this time. We have not seen an official announcement from USDA regarding their plans for releasing changes.
Summer Food Service Program meal patterns have not changed. Seamless Summer Option programs will continue to follow the School Lunch and Breakfast Program patterns.
The Administrative Reviews for National School Lunch Program are going well. It takes a lot of work ahead of time to prepare for it, but the reviews are going well. We appreciate your cooperation through this new process.

Crediting Greek Yogurt
A question recently arose about Greek yogurt. The question was if Greek yogurt credits any differently than regular yogurt.
All standardized yogurts, Greek or otherwise will credit the same regardless of the protein content. Since the yogurt contribution is backed by program regulation that takes more than protein into consideration, such as iron for example – yogurt credit based on protein content alone is not under consideration. For both soy and standard yogurt (to include Greek yogurt varieties), the FBG credits 8oz as equivalent to 2oz M/MA. There is no minimum amount of protein required.
From the Food Buying Guide: A serving of yogurt includes plain or flavored, unsweetened or sweetened – all types of yogurt must be commercially prepared. Yogurt is further defined in the school meal program regulations under 7 CFR parts 210.2, 220.2(bb), 226.2, and 225.2. Further in it shows:
• 4 oz crediting as one ounce meat alternate,
• 6 ounces as 1.5 oz meat alternate, and
• 8 ounce as 2 meat alternates.

USDA’s Food Assistance Programs: Legacies of the War on Poverty (Amber Waves feature)
The year 2014 marks the 50th anniversary of the “War on Poverty,” formally launched by President Lyndon B. Johnson in his State of the Union address in January 1964. In his address, President Johnson declared “unconditional war on poverty in America” in response to large numbers of Americans “with incomes too small to even meet their basic needs.” One of those basic needs—food—was soon to be a major component of how poverty was measured. Many of USDA’s food and nutrition assistance programs were designed to address this basic need and are legacies of the War on Poverty. We have released the application for the Fresh Fruit and Vegetable Program for SY14-15. If your school has previously participated in the program, use the previous participant application. If your school has never participated before, please use the new participant application.

Over, Short or Damage Reporting Changes:
The requirement to submit electronically the OSD report will be removed for only those deliveries that are delivered correctly or as you had ordered. If you received damaged product, did not receive your requested amount, you received extra product or more quantity of the product than you had ordered, please continue to submit your corrections electronically. As with each delivery, you are still required to sign and date your bill of lading with the truck driver. One copy is returned with the driver, the other is for your records. The drivers copy will be returned to the warehouse, and the warehouse will submit to our office for payment.
1. If you have an issue with your order – electronically submit the changes to your OSD report within five (5) days of delivery.
2. If your order was received correctly and in good condition – Make sure to sign and date your Bill of Lading with your driver. Will not need to submit electronically.
3. Keep the bill of lading copy for your records.
School Year 2014-15 Survey
Watch your email for a notification that will be sent to the Program Contact and the Ordering contact listed on your contract on the iCAN system. As soon as the survey is open the ordering contact and the program contact will receive an email with instructions as to how to complete the survey. These instructions can be found in chapter 4, page 13, of your iCAN manual.
The March order, March 3 to 10, 2014, will be for the May delivery. This will be the last order for the school year.

National School Breakfast Week is March 3-7, 2014 - “Take Time for School Breakfast”
School cafeterias across the country will celebrate National School Breakfast Week (March 3-7) by hosting “Take Time for School Breakfast” celebrations designed to highlight how eating a balanced school breakfast contributes to academic achievement.
The 2014 National School Breakfast Week theme, “Take Time for School Breakfast,” encourages parents to consider the school breakfast program as a time-saving option for busy mornings. School breakfast choices include protein, grains, fruit or 100% fruit juice and low-fat milk and new nutrition standards for school meals mean more whole grains and more fruit at breakfast, while fat, sodium and calories are limited.

Crediting Processed Grains and Meat/Meat Alternates By Using a Product Formulation Statement (PFS)
A hot topic of conversation right now is about properly crediting processed grains, like cinnamon rolls, dinner rolls, or bagels, and processed meat/meat alternates, like breakfast pizza, ready to eat burritos, and chicken nuggets.
First, you should know there is a hierarchy of acceptable documentation. CN labels, signed Product Formulation Statements, and if those are not available, the food buying guide.
Schools should ask vendors about CN labels for products they like. CN labeled products provide schools/agencies with a warranty against audit claims when the product is used according to the manufacturer’s instructions. This means that the state agency believes the accuracy of the CN label component credits as long as the product is served properly.
If the food item does not have a CN label, the school/agency should ask vendors for a signed and dated Product Formulation Statement (PFS) from the food manufacturer. This is like the product specification or technical data sheet, but the USDA FNS has standardized the form for each component (memo TA 07-2010 revised 1/15/2013 - http://www.fns.usda.gov/cnlabeling/food-manufacturersindustry). Any crediting information received from a manufacturer other than a valid CN label should be looked over by the school/agency for accuracy prior to the item being included in the reimbursable meal.
To show you how the grain PFS works, see the example below:
The manufacturer records the total gram weight of the whole wheat flour in column A and the total gram weight of the remaining grain products. Column B is 16 grams of creditable grain per ounce equivalent for grain bread chart groups A through G. See instruction in III for other grain bread chart groups.
As instructed in the final column divide the number in A by the number in B. If there is more than one source of grain add each row together and round down to nearest quarter ounce equivalent (0.25 oz. eq.). That number is recorded in the “Total Creditable Amount” area. In this example, this grain product credits as 2.0 oz. eq. grain/bread.

The final method that can be used for component crediting is the Food Buying Guide for Child Nutrition Programs (FBG); this includes the updated grain bread chart www.fns.usda.gov/tn/resources/foodbuyingguide.html
. The Food Buying Guide is an estimate of many brands and sizes of each component. If no other documentation is on file for your food items, this is the resource that your school/agency can use to look up for guidance.

CACFP Training for 2014
with the CACFP
Melissa Halling sent an email on February 18, 2014 to every agency that is currently participating in the Child and Adult Care Food Program (CACFP). This email alerted CACFP agencies that CACFP training for 2014 will change significantly than what has been offered or the past decade.
It has been decided that for this year only we will not be able to offer the CACFP Basic and CACFP Plus! trainings around the state as we have in the past. We hope to provide many training opportunities by way of webinars. The webinars will cover all of the required CACFP training topics. The details of those webinar sessions have not been worked out. Additional information about CACFP training will be provided by Melissa Halling as soon as the specifics are known.
For anyone wanting to get their CACFP training completed now rather than the wait and find out what training will be offered, agencies are more than welcome to use the CACFP webinars that are currently on our website at http://www.doe.sd.gov/cans/cacfp.aspx#training

• Basic Training Videos
- These videos are a taped version of the Basic Training sessions and are designed for new staff. They are available in both DVD and VHS format. The videos come with a set of handouts and training activities and may be duplicated for as many individuals as you need. There is a quiz for each video that must be submitted and scored with a 75% or higher to receive a training certificate. Quizzes may be submitted to Melissa by mail, fax (605) 773-6846 or email to Melissa.Halling@state.sd.us
. If you wish, the videos and handouts may also be reproduced so that you have a set to keep at the center. Note: some of the information on these videos is not current information. There are inserts in the folders to identify changes that have been made since the videos were taped in 2007.

TEFAP Storage of USDA Foods
The Emergency Food Assistance Program requires the USDA Foods / commodities / donated foods are stored following the following:
USDA Food Distribution Regulations 250.14(b) Standards for storage facilities. Distributing agencies, sub-distributing agencies and recipient agencies shall provide facilities for the handling, storage and distribution of donated foods which:
(1) Are sanitary and free from rodent, bird, insect and other animal infestation;
(2) Safeguard against theft, spoilage and other loss;
(3) Maintain foods at proper storage temperatures;
(4) Excepting recipient agencies, stock and space foods in a manner so that USDA-donated foods are readily identified;
(5) Store donated food off the floor in a manner to allow for adequate ventilation; and
(6) Take other protective measures as may be necessary.
If you do not have enough storage space at the facility listed on the agreement you must submit the written contract that you have with the agency holding the food even if the contract is for $0. The contracted agency must have these requirements either in also be providing these requirements and it is advised to include this in your contract with them.

Harvest of the Month
Harvest of the Month projects are open for applicants with funding that has been made available through the SD Department of Health. You may apply using the attached application through SDSU Extension which is collaborating to manage the mini-grants. You will be required to assist with pre- and post-implementation data collection to assess the impact of this project. Don’t delay as these applications are on a first come basis while funds are available. Email applications to firstname.lastname@example.org
A new component for 2014 will involve local grocers or farmer’s markets in promoting fruits and vegetables as well. This option that includes distribution in grocery outlets is available. The new materials complement the HOM in schools with the HOM/ Pick it! Try it! Like it!
