Subject: Approval for continuation of the University of South Dakota teacher education unit and program through 2018–19 school year.
USD-Review Summary-Spring 2013

Background: Within a 7 year period, each institution of higher education in South Dakota that offers an education preparatory program must have a review completed of their educational unit and programs to determine if they meet required standards. During the spring of 2013, the educational unit and program review of the University of South Dakota, in partnership with National Council for Accreditation of Teacher Education (NCATE), were completed. It was determined that the University of South Dakota met the unit and program requirements.

Subject: Western Dakota Technical Institute Programs

Subject: Program Expansion in Law, Public Safety, Corrections and Security.
WDTI Program expansion: Law, Public Safety, Corrections & Security

Background: Western Dakota Technical Institute (WDTI) seeks approval to expand its existing Law Enforcement Associate of Applied Science (AAS) program to include an option in Criminal Justice.

WDTI Program expansion: Architecture and Construction

Background: In November 2012, the Board approved a Heating, Ventilation, and Air Conditioning (HVAC) program at WDTI. Due to industry needs, WDTI will be adding Refrigeration (HVAC/R) training for all of its program graduates, stating with Fall 2014 enrollees, and seeks to expand the program from a diploma program to an (AAS) program.

Vocational Education System Fund Report

Background: The Director of the Division of Finance and Management serves as designee for receiving monthly statements for each SDHEFA Vocational Education Program account and provides a standing report to the Board of Education at each regularly scheduled meeting.

Subject: : First Readings-proposed rules-updates and revisions to Articles 24:05 (Special Education), 24:15 (Certification), and 24:53 (Teacher Preparation Programs).

Background: The rules related to Community Based Service Providers and Speech Language Pathologists are being updated based on rules adopted by other State agencies. Special Education is also proposing a change to the language disorder eligibility rule to align with current practice. Additionally, certification is proposing changes to the Blind and Visually Impaired endorsement to remove restrictions on who can add the endorsement and update to language to reflect current terminology.
