A Note from Sandra


Thanks so much for all you do – or will be doing this summer! It was Child Nutrition Employee Appreciation week May 2-6. Students and many others appreciate your work whether you are keeping the facility or the dishes clean, preparing food, taking meal counts, or doing other paperwork. It’s all critical to the program and the end goal is that children receive healthy safe food so they are nourished to make the best of their day at school, at the center, or to grow and play.

For those who are retiring or switching jobs – a final thank you! I know many have said, “I don’t do it for the money, I do it for the kids!”

There are several education opportunities offered by our programs. There are many opportunities for the Child & Adult Care Food Program throughout the summer. School Meals classes will be offered in June through August on various topics, and the CANS office will also have some sessions at School Nutrition Association at end of July in Watertown. The Summer Meals classes are complete for the year. Look in the bulletin and on our website for announcements of the opportunities. You can access the bulletin on line from anywhere so that will be another opportunity to keep up with training announcements.

We are happy to have a new secretary, Courtney Martin, starting with our office this month. Also joining us are two college interns – Katie Stier and Brooklyn Voeltz. Katie is an education major at Dakota State University and Brooklyn is a business major at South Dakota State University.

SENIOR CORPS


The Corporation for National and Community Service (CNCS) is announcing the availability of two Notices of Funding Availability in the Senior Corps Foster Grandparent Program (FGP) and Senior Companion Program (SCP) programs.

These competitions are open to federally-recognized Indian Tribes, Native Hawaiians, and Pacific Islanders. With these Notices, CNCS intends to fund successful applicants that increase the impact of national service in Native American communities not currently served by FGP or SCP grantees.

The Foster Grandparent Program focuses on improving educational outcomes for children with special or exceptional needs, while the Senior Companion Program focuses on efforts to support independent living or aging in place.

Applications for Senior Corps funding are due by Tuesday, June 14, 2016. Successful applicants will be notified in August 2016.

About three years ago, I worked as a part-time temporary Senior Secretary, helping out with menu certification, and wherever help was needed. PROCUREMENT IN THE 21ST CENTURY & WORKSHOP

Child and Adult Nutrition Services (CANS) is hosting the Institute for Child Nutrition (ICN) Procurement in the 21st Century course and a half day Procurement workshop that will explore the new state procurement templates and discuss procurement challenges.

The training will provide information on federal procurement requirements, and informal versus formal procurement methods. During the training participants will identify key factors for a fair, open and cost-effective purchasing method that will support compliance with federal, state and local policies. The workshop will include a look at newly released state procurement templates and round table discussions that will cover school procurement experiences from small to large. Exercises will cover what type of procurement process is needed, which state template should be used, and what bid specs will be necessary, and more!

Who should attend:
This training is especially designed for School Food Service Directors, School Business Managers, and anyone else directly involved with purchasing for their schools food service program. Other Child Nutrition Programs (CACFP and SFSP) may find this procurement training useful; however, it is geared for schools. Attendance is strongly recommended.

The cost of the instructor, materials and facility is covered by CANS. Participants are responsible for their own travel, meals, and lodging. These are legitimate and allowable expenses for the food service program. No meals are provided with this training.

Due Date Extended! Team Up for School Nutrition Success (Workshop Opportunity) – Due May 13

Team Up for School Nutrition Success is a unique learning experience that serves to enhance schools’ food operations by providing tailored technical assistance to school nutrition programs that want to maintain a healthy environment and student meal program participation. This workshop will pair participants with a mentor so that effective peer-to-peer mentoring is provided in a variety of areas. The workshop will include panel discussions of creative solutions for implementing the regulations and possibly some specific training. The workshop will also have resources from allied organizations available.

The plan is to have school districts leave the workshop with a plan of action for moving forward. By providing resources in both training and peer-to-peer mentorship, schools will have the opportunity to make positive strides in providing healthy school environments with financial stability and strong student meal participation. Save the Date! Healthy School Meals Workshop – June 2016


Team Nutrition will be offering eight (two-day) Healthy School Meals workshops repeated throughout the month of June at the following SDSU Extension Regional Center locations:

The workshop will take place from 8:30am to 3:30pm each day, and be interactive with participants engaging in menu planning, identifying ways to lower salt by using spices and herbs, following guidance materials developed by USDA & other approved resources, and creating smarter lunchrooms with quick and easy ways to increase participation and reduce food waste.

Who should attend?
Food service personnel and others, such as Registered Dietitians, who want to work with school food service personnel. Activities throughout the two days will enhance understanding of the child nutrition regulations. Funding to support travel and registration costs to attend the workshop is available for food service personnel. New Procurement Rule – Micro-purchases

According to the new 2 CFR 200.67, micro-purchases can be utilized to minimize the administrative burden and cost of completing an informal or formal procurement process for very small purchases. Micro-purchases make it possible to make purchases in emergency situations to continue uninterrupted service. No informal quotes are required in micro-purchasing. Please keep in mind that with all procurement, the use of federal taxpayer dollars requires you to use funds to maximize free and open competition. Micro-purchases are not exempt from this requirement.

Micro-Purchases may be used when the following conditions are met:
• One aggregate transaction does not exceed $3,500
• Purchases are equitably distributed among qualified suppliers, your SFA should not use one single supplier for all micro-purchases
• Prices are reasonable

Micro-purchasing MAY NOT be used instead of required procurement methods.

Understanding the correct usage of Micro-purchases is critical to ensure that an SFA is not circumventing the proper procurement process.

Things to remember when using micro-purchasing are:
• The SFA must distribute micro-purchases between multiple suppliers to “share the wealth” as long as the price is considered reasonable.
• The items being purchased should be examined to see if purchasing them in a different manner could result in a better price. (Micro-purchasing may not be used when another procurement method may achieve a more economical approach).
• For example, you cannot purchase your weekly food supplies from one vendor all year long, as long as each of the weekly invoices do not exceed the micro-purchase threshold of $3,500. Using this example, the SFA must use an informal or formal procurement method to evaluate the best vendor. Micro-purchasing is meant to be used for smaller purchases that cannot otherwise be estimated for long term use over the school year.

Examples could be:
• The cooler went out overnight and some of your product is not safe to serve. An emergency trip to the local market is needed to purchase enough supplies to complete a menu until your vendor can restock your supply.
• Your vendor was unable to fulfill the quantity of a product you needed for the week, you are short but can obtain this product at a local business to fulfill what you need for the day/week.
• Spices and other low cost items used often but not purchased frequently in great quantity are items that work well using the micro-purchase method.
• Small farm to school or Fresh Fruit and Vegetable purchases can be appropriate for micro-purchases.

It is the responsibility of the Food Service Director and Business Manager to be educated on the procurement methods and institute proper business practices accordingly.

The new Administrative Review includes a procurement module in which your procurement methods will be reviewed. Documentation needs to be maintained and available upon request by the SA.

Building for the Future with the CACFP


Upcoming CACFP Training Events:

The following workshop dates and locations have been set for the spring 2016 CACFP workshops.

The CACFP Basic workshops are designed for new staff that need to be trained in the basics of the CACFP. The basics class is limited to 25 participants per class. Preference will be given to new staff and new agencies if more than 25 individuals register for any one class.

Therefore, this memo will provide some basic tips for selecting herbs and spices when preparing meals in child care settings.

Fun in the Sun – summer feeding underway in iCAN

The local agencies serving as sponsors for Summer Food Service Program are entering the information in the online software for the South Dakota Department of Education iCAN. They need to be entered at least two weeks prior the start date for feeding. Approvals will be advertised on the summer food website and in the following promotional methods:

Promoting the Summer Food Service Programs begins with helping families find the locations offering free summer meals. There is a new poster that assists all in locating these sites. Locate the 12 posters under Documents listed as USDA SFSP Flyers on the CANS summer website http://doe.sd.gov/cans/sfsp.aspx. These posters were just made available to all schools and local agencies and should be used in promoting the feeding sites across the nation. The posters promote the National Hunger Hotline at 1-866-3-HUNGRY or 1-877-8-HAMBRE. The Hotline provides information about summer meal sites and other food assistance programs. Please share the Summer Meal Site Finder with your community. It will be also be updated with 2016 sites closer to summer time. You can also text FOOD (for English) or COMIDA (for Spanish) to 877-877 to find a meal site near you during the summer.

There will be a partnership opportunity for community planning on Summer Food Service Program at both the Partners Against Hunger West River Workshop on Thursday, October 13, 2016 in Rapid City, SD and a Hunger Summit at DWU on Thursday, November 3, 2016, in Mitchell, SD – Save the Dates and register at http://www.partnersagainsthunger.org/hunger-summit/.

If you are a sponsor with a summer feeding program I encourage you to hold a kick-off event or some promotion to raise awareness in your community to get the parents aware that you are feeding children. The USDA has a website link http://www.fns.usda.gov/sfsp/raise-awareness on ways to raise awareness. These events could involve local celebrities, like the mayor, outstanding athletes in the high school or other levels of sports, rodeo queens, local school mascots and any other ideas you may have. The Midwest Dairy Council would like to assist you in providing activities and promoting your summer feeding program. TEFAP – Annual reminders and HUNGER SUMMIT Save the Date

The Emergency Food Assistance Program (TEFAP) USDA foods have been shipped in May and will discontinue until September.

The new intake forms with the updated Income Eligibility Guidance for qualifying participants starting July 1, 2016 will be posted to the website and sent by email to contacts in June.

There will be a Partners Against Hunger West River Workshop on Thursday, October 13, 2016 in Rapid City, SD and a Hunger Summit at DWU on Thursday, November 3, 2016, in Mitchell, SD – Save the Dates and register at http://www.partnersagainsthunger.org/hunger-summit/.

The annual Civil Rights training needs to be completed starting any time after October 1, 2016. Please see the website http://doe.sd.gov/cans/tefap.aspx to locate training materials. If you don’t have internet access for training, please contact the office for a copy. Other annual requirements to complete are the pest control plan and the self-evaluation of your facility.

Applesauce with Added Fruit Purees


We have recently received guidance from our USDA Regional Office regarding how to credit applesauce with an added fruit puree, like “cherry applesauce” or “peach applesauce,” or applesauce that includes fruit puree and/or different fruit juice added for flavoring and coloring. According to FNS memo SP10-2012 fruit or vegetable puree credits based on the actual volume served. When the puree is an ingredient in a commercially processed product, the SFA must obtain a complete Product Formulation Statement (PFS) to determine the volume of creditable fruit or vegetable puree.

Applesauce without the addition of a fruit or vegetable puree or juice continues to be creditable per the food buying guide.

If you wish to use an applesauce with a fruit puree (check the ingredient label), make sure to receive a complete Product Formulation Statement from the manufacturer. This will tell you the creditable amount of fruit in the product. Carefully reviewing labels is important to ensure your menus fully comply with the meal pattern and dietary specification requirements.

Fuel Up to Play 60 – USDA Equipment Grant – June 30, 2016 Deadline

U.S. Department of Agriculture (USDA), National Dairy Council, National Football League and GENYOUth have partnered via Fuel Up to Play 60 to award $35 million in grants to improve food service equipment and upgrade infrastructure critical to building healthy schools and communities.

The grants will assist School Nutrition Directors in the purchase of equipment that will provide students access to healthier meals that meet the updated national nutrition standards, with more whole grains, fruits, vegetables, lean protein and low-fat dairy, and less sodium and fat.

iMATCH Tips – Determining Daily Change – Direct Approvals

An easy way to determine if your Direct Certification List has added students from day to day is to use the Direct Approvals feature.

Upon logging in to iMATCH, select the buttons with red border in the below figure (Student Eligibility -> Administration -> Direct Approvals, Direct Certification, Apply).



After clicking ‘Apply’ with the Direct Certification Approval Type selected, the system will display a daily list of file uploads. From here, we can see if the number of matched students has fluctuated at all from the previous day. As we can see in the below figure, we can determine that File 1404 and File 1406 both increased students from the previous day by observing the Matched Students column.



This is a quick way to check if the Sponsor’s direct certification numbers have increased in the iMATCH system per specific day. For a full list of Directly Certified students, click DC Matching -> Previously Matched -> Select all match methods (System, Sibling, Manual, Transfers), and click Apply. Smart Snacks Recordkeeping

The Smart Snack Rule has a required recorded keeping portion for the School Food Authorities and Local Education Agencies, per 7 CFR 210.11. Listed below are the requirements and a best practice suggestion to help you meet the requirements. Remember, both the Product Navigator and Product Calculator provided by the Alliance for a Healthier Generation are great resources to find compliant Smart Snacks items.

Recordkeeping Requirements
• School Food Authorities and Local Education Agencies must be maintaining records such as receipts, nutrition labels and product specifications.
• School Food Authorities must maintain records for competitive foods sold under the nonprofit school food service account.
• Local Education Agencies must maintain records for all other competitive food sales.

These records will need to be available for review during the Administrative Review process.

Best Practices
1. Designate a Binder to store documentation. This will make it easy for you to refer back to when ordering, help keep you organized and this will be reviewed during the Administration Review.
2. Section your binder into categories for easy look up. Categories should be for:
    a. Snack
    b. Side
    c. Entrée
    d. Beverage
       i. Elementary School
       ii. Middle School
       iii. High School
3. At a minimum copies of the following need to be kept:
    a. Receipts
    b. Nutrition Facts Label including Ingredient List or Product Specification
    c. We suggest to completing the Product Calculator and printing a copy of the Smart Snacks Product Calculator Results

Adding Operating Sites to the SFA

Held over from previous month: As some may recall, all SFAs were required to have one week of menus reviewed by the State Agency, in order to be considered certified. This certification is considered ‘one-time only’, and was used to demonstrate that the SFA is able to plan menus which meet meal pattern requirements.

Please look at the two options below, to determine if the newly added site DOES or DOES NOT need to certify menus with the CANS Office:

1. If a menu certified SFA adds a site to their agency, and the newly added site is using a menu planner which is outside of the SFA (for example, a hutterite colony school or secondary menu planner outside the immediate scope of the certified district), the newly added site will need to certify menus with the CANS Office.

2. If the newly added site is following the same menu plan and direction as the previously certified SFA, the site does not need to go through the work of certifying menus.

Training Tracking Tool for Professional Standards

Held over from previous month: Child and Adult Nutrition Services recently released a simplified Professional Standards Training Tracking Tool. This tool is an Excel spreadsheet. It contains an example of how to complete the tool, the tracking worksheet, and the learning topics and objectives required for Professional Standards.

This tool is a great resource for sponsor agencies and schools that would like to keep an electronic file with your training information. If you are not fond of keeping an electronic file, this tool can be printed out and used as a worksheet that you complete and keep on file.

Please remember to retain training documentation on file to support the training events that you and your staff attend. This supporting documentation can include sign in sheets, handouts, agendas, certificates, or any other materials that indicate the training topic and dates. Also, don’t forget to write down who attended the training.

What’s Cooking? USDA Mixing Bowl

USDA’s Food, Nutrition and Consumer Services just released 50 new, mouth-watering recipes for school chefs on our What’s Cooking? USDA Mixing Bowl website. Some are existing USDA recipes that have been updated, while others are brand new recipes that students will love. These tasty, kid-approved recipes are tailored for large quantity food service operations in 25, 50, or 100 portions. Each recipe includes a nutritional breakdown as well as crediting information on how the recipe contributes toward meal pattern requirements for the National School Lunch Program and other USDA Child Nutrition Programs.

The 50 recipes include main dishes and side dishes featuring more nutrient-rich ingredients such as whole grains, dark green, red/orange vegetables, and beans/legumes than ever before. An additional 150 recipes are being developed and will be posted throughout the next year! These recipes will provide a ready-to-go resource for school nutrition professionals looking for delicious, nutrient-rich dishes that will make it easy to meet meal pattern requirements and satisfy hungry kids.

As stated in the January Nutrition Bulletin, the eleven part series of the USDA Planning for Farm to School Success were being released. These webinars guide you through the USDA Farm to School Planning Toolkit in short, thirty minute webinars that are sure to fit into your busy schedule.

New CACFP meal patterns were announced and are effective Oct 1, 2017.

The integrity proposed regulations are available on the same site. Comments are due to USDA by May 31, 2016.

School Nutrition Programs (SP memos) can be found at http://www.fns.usda.gov/school-meals/policy. One new policy has been issued.
